Tromso sits under the auroral oval, which is why it is the base for this. SEASON IS ROUGHLY LATE SEPTEMBER TO LATE MARCH - between April and August the sky never gets dark enough and there is nothing to see. Nothing about the northern lights can be promised: they need a clear sky and solar activity at once and neither is bookable. Most operators offer a second night free, which is the honest answer. Chase tours drive for hours to find clear sky and are worth the extra over a fixed camp.
